Access to the internet and its vast informational resources has been celebrated as a driving force for the empowerment of women and girls.1 Digital technologies enable women and girls to participate in the public sphere, access information on health, education and employment, achieve financial inclusion, enhance their wellbeing, join peer networks, interact and collaborate.2 Yet gender inequality in the physical world is replicated in the digital world, and those women and girls most in need often remain unconnected.
