The report was developed in collaboration with World Vision Australia, World Vision PNG and PNGADP, as part of World Vision’s RIDE project activities funded by DFAT.

International frameworks for understanding barriers to inclusion already exist but these don’t necessarily capture the reality and complexity of various contexts, nor point to priority areas for overcoming these barriers in societies structured differently. Barriers to participation in decision-making are multiple, complex, and experienced differently by different people. This study is a qualitative enquiry into the issue of disability inclusion in contemporary PNG. It presents three main barriers or priority issues impeding the participation of persons with disabilities in PNG today. Identifying priority barriers to overcome is important in advancing change.
